Zama, a sleepy suburb in southwestern Tokyo was plagued by a series of disappearances of women and girls as young as 16 in late summer 2017. Ultimately, it was the foul stench of human remains which led police to the victims.

While searching for missing 23-year-old Aiko Tamura, neighbors called the police after noticing a profound and acrid smell emanating from a nearby apartment; The tenant had only just moved there just two months previously, having left his family home within the same suburb.

When police arrived on the scene and entered the apartment on Halloween morning 2017, they happened upon a gruesome scene worthy of the most sinister and macabre horror fiction ever conceived: Two severed heads, a dismembered pair of arms and legs and the bloodied saw used to wrest them from the remaining decaying corpses.

The apartment would soon be dubbed the ‘house of horrors’ in Japanese media, and for good reason: body parts were found stored in cooler and tool boxes strewn throughout the apartment and sprinkled with cat litter in a vain attempt to hide the putrid scent of decay.

Police began a short-lived manhunt for the tenant, Takahiro Shiraishi, 27, who immediately confessed to the murder of Tamura.

Shiraishi had previously worked as a ‘scout’ for a brothel in Tokyo’s Kabukicho red light district before moving out of his parents’ home. He lived a dual life: unremarkable in the day-to-day, but unbelievably sinister online.

He dubbed himself ‘The hanging pro’ on his Twitter handle, adding: “I want to help people who are really in pain. Please DM me anytime.” He reportedly contacted people online through suicide pact websites.

Shiraishi is suspected of preying on his victims’ vulnerable emotional states and suicidal thoughts and tendencies and luring them to his apartment under the pretence of helping them to, or even joining them in, committing suicide.

“I had no intention of killing myself at all. None (of the victims) wanted to die actually,” Shiraishi told detectives, as cited by News.com.au.

He first plied his victims with alcohol or sleeping pills and then strangled them until they lost consciousness before hanging and subsequently dismembering them. Police also suspect him of sexually assaulting his victims.

India's parliament has toughened penalties for sex offenses and gang rapes, with brutal attacks against minors younger than 12 now becoming punishable by death, or at the very least 20 years behind bars.

Amid public outcry over the brutality of sex crimes and gang rapes that had been sending shockwaves across India, the government had already changed the criminal law relating to sexual assault back in April. However, further cases involving the rape and murder of minors forced the parliament to adopt an amended version of the Criminal Law Bill 2018.

With the approved changes to several provisions of the Indian Penal Code (IPC) and the Protection of Children from Sexual Offences (POCSO) Act, anyone found guilty of raping a girl younger than 12 can now be sentenced to death, or life imprisonment.

“Whoever commits rape on a woman under 12 years of age shall be punished with rigorous imprisonment for a term which shall not be less than 20 years, but which may extend to imprisonment for life, which shall mean imprisonment for the remainder of that person's natural life, and with fine or with death,”reads the new text of section 376A of the Penal Code.

Under the new amendments, a perpetrator convicted of raping a woman faces at least 10 years in jail, up from seven years previously provided for by law. The rape of a girl under 16 will be punished by at least 20 years in prison, and as much as life imprisonment.

In addition to introducing stricter penalties, amendments passed to the Code of Criminal Procedure mandate authorities to complete investigations of rape cases within two months. Furthermore, anyone accused of raping minors can no longer be granted anticipatory bail during the trial.

India is struggling with a shocking rate of sexual assaults, despite the government’s struggle to contain the crisis. Some 106 rapes occurred on daily basis in the country in 2016, National Crime Records Bureau statistics showed. In 94.6 percent of 38,947 reported cases, sexual assault was conducted by males known to the female victims, such as neighbors, family members, or co-workers. Another 2,116 cases involved the rape of girls who were younger than 12. New Delhi and Mumbai remain the hotspots of sexual crimes against women in India.

Minnesota cops ordered paramedics to inject suspects with 'rape drug' – report

Police in Minneapolis, Minnesota, have been ordered to “never suggest or demand” that paramedics use powerful horse tranquilizers on suspects, following a report that the practice had spiked in recent years.

The new policy order comes after a report by the city’s Office of Police Conduct Review found that paramedics had used ketamine on suspects during police calls 62 times in 2017, up from just three times in 2012. In some cases, emergency personnel injected the tranquilizer into suspects who were already restrained, causing heart and breathing failure and requiring the suspects to be medically revived, reported the Minneapolis Star-Tribune.

“Our policy should be clear,” said Mayor Jacob Frey. “Cops shouldn’t direct medical professionals on health-related issues, and medical professionals shouldn’t listen to them.”

Two local healthcare officials, Jeffrey Ho and Jon Cole, criticized the report for its “reckless use of anecdotes...to draw uninformed and incorrect conclusions.” In a statement, they argued in favor of sedation, claiming that it is sometimes necessary to avoid “allowing people to exhaust themselves to death.”

Minneapolis Police Chief Medaria Arradondo did not comment on the specifics of the report, but credited it for helping his department clarify how it should interact with paramedics. Minneapolis police previously had no policy on administering ketamine.

Ketamine is an anesthetic agent commonly used to sedate animals for surgery. It is also popular among recreational drug users, who snort it to achieve euphoria or amplify the effects of other drugs, such as ecstasy. Dizziness and memory loss are common side-effects of ketamine use, making it a popular choice of ‘date-rape’ drug for sexual predators.

Users who take too much ketamine can find themselves in a ‘K-hole’, a temporary state of dissociation, delirium, and loss of motor function.

In one case highlighted in the report, police and paramedics responded to a 911 call about a man suffering what appeared to be a mental breakdown. Body camera footage showed that paramedics injected the man twice with ketamine, after which he became limp and unintelligible.

“He just hit the K-hole” remarked one officer.

As the man regained consciousness, paramedics injected him again at the officer’s request. The suspect lost consciousness and stopped breathing on the way to the hospital, and was revived shortly afterwards.

While Minneapolis police have changed their policy as a result of the report, local healthcare officer Kelly Spratt told the Star Tribune that the cases highlighted in the report showed no wrongdoing by police or paramedics.

“We have reviewed the four cases mentioned in the draft report that involve use of ketamine...and have concluded that those met the protocol and were medically justified,” she said.

A police officer has been sentenced to 16 years in jail for raping a baby. PC Dean Roberts, 48, was caught by his own colleagues after he filmed himself abusing the child before sending the footage to other pedophiles.

Roberts’ crime was exposed after the arrest of a fellow pedophile, lawyer John Guess, led detectives to their colleague. The pair planned to jointly abuse children and share footage of their crimes, Cardiff Crown Court heard.

The now ex-police officer admitted to a litany of charges that included rape, sexual assault of a child, as well as possession and distribution of indecent images of children.

In court, the mother of Roberts’ victim said: “I can never forget the knock on my door and my whole world just falling apart. It was just like being hit by a bus. We will always have to live with the consequences.”

Upon handing Roberts his sentence, Judge Recorder of Cardiff Eleri Rees QC stated: “The victim was particularly vulnerable because of her extremely young age. She was helpless to defend herself although the footage indicates she was awake and in real discomfort.”

Guess, 43, Roberts’ accomplice and a lawyer for the Welsh government, was jailed for 26 years for sex crimes against children.

The investigation has also led to arrests overseas.

Following the sentencing of Roberts and Guess, Detective Superintendent Wendy Gunney said: “Today’s sentences reflect the gravity of the crimes that have been committed. The two people responsible for the appalling abuse of a number of very young children have now been brought to justice.

“The investigation uncovered extremely disturbing child abuse evidence and the guilty pleas have ensured that the jury were spared from viewing evidence that would have been extremely traumatic.

“Today’s sentence does not mark the end of our investigations and we will work tirelessly to identify any other victims or witnesses and seek the justice they deserve.”

Around 200 gypsies have fled a village in Russia’s Belgorod Region fearing retaliation from the locals after the rape and murder of a schoolgirl by one of the group’s members.

The body of the 9-year-old, showing signs of violent death, was discovered in Urazovo village on July 31. Shortly after that a man from the local gypsy community was detained on suspicion of committing the crime and charged with murder and rape. He confessed to the crime.

The investigators believe the perpetrator spotted the girl at a village store a day before that. The 30-year-old then followed the child and attacked her in a quiet place, raping and strangling his victim.

The villagers were outraged after they learned of the tragedy and called on the police to hand the rapist over to them. When their demand was rejected, the people vowed to burn down the gypsy homes.

Police presence was increased in the area, but the threat was still fulfilled after dark on August 2. Two gypsy houses in Urazovo and another one in the nearby village of Sobolevka were set on fire. Another household had its front gates knocked down with a car and windows smashed by rocks, Go31 website reported.

There were no casualties as “all the gypsies left the region after the girl’s funeral and before the fires fearing vigilante justice,” Aleksey Rozhin, Urazovo administration head, told Interfax on Monday. There were around 200 gypsies, who occupied 39 houses, in the village, he added.

The official said that, according to his information, the gypsies went to their relatives in southern Rostov, Stavropol, Astrakhan and Penza Regions, with no plans of ever coming back.

“There were no conflicts” previously between the Russian and the gypsy population of the village, Rozhin said. “Although there was a certain animosity due to the non-conventional lifestyle of the gypsies, who don’t work, don’t pay for solid waste removal, don’t provide for water and gas supply to their houses and don’t tend to care about the territory surrounding their homes.”

The “situation has now stabilized” in Urazovo, he said, adding that extra measures have been implemented to prevent looting in the village. The police have been also looking for the arsonists, the official said.

You really should try harder to digest what you read, that way you will not get confused and end up making silly comments. Living near them is not easy (especially during weddings, baptisings etc, when you can hear the fun music miles away!), but a state official's job is to solve problems, not enhancing stereotypes! A couple in Germany has been convicted and sentenced to 12 years behind bars for running an underage rape ring over a two-year period and for repeatedly pimping out their young son on the Darknet.

The victim’s mother, 39-year-old Berrin T, who agreed to have her son repeatedly raped and filmed between May 2015 and August 2017, was sentenced to 12 years and six months in prison. Her partner, 48-year-old Christian L., also convicted of rape, aggravated sexual assault of children, forced prostitution and distribution of child pornography, was sentenced to 12 years with preventive detention.

At the conclusion of the trial in Freiburg, Judge Stefan Bürgelin also ordered the couple to pay €42,500 ($49,100) to the boy and a six-year-old girl who was also a victim of a pedophile network, which, along with the jailed couple, included six other men.

While sentencing the couple, Judge Bürgelin noted the mother’s central role in the child abuse case. According to testimonies heard by the court, Berrin T initially agreed to arrange rape sessions on the dark web because she feared losing her partner if she failed to fulfill the man's pedophile tendencies. Swiss national, Jürgen W., 37, was handed nine years and preventive detention, while a 33-year-old telecommunications technician, Javier GD from Barcelona, was given a 10-year sentence. Both the Swiss and the Spaniard defendants admitted paying the couple €10,000 ($11,560) to rape the boy multiple times.

A trial in Karlsruhe had previously sentenced a 44-year-old man from Schleswig-Holstein to eight years and preventive detention for participating in the ring’s activity. The seventh man, from Neumünster, connected to the pedophile network, was handed seven years and three months for abusing his own underage daughter. The three-year-old girl, mentally and physically underdeveloped at the time, was also raped by Berrin T. and Christian L. in a particularly severe way, the judge noted on Tuesday, adding that the victims had been treated like goods, constantly insulted, humiliated, injured and frightened.

“The child screamed in pain, it was the most violent act,”said Bürgelin after reviewing the abuse videos widely circulated and sold on the Darkweb. “We have not seen any other video on which the child has suffered such pain.”

The case, which has sent shockwaves across the world, has raised serious concerns about the authorities' failure to protect the boy, who is now 10. The stepfather had a previous conviction for child abuse and was prohibited from having contact with children, let alone live with them in the same apartment. The 10-year-old now lives with a foster family.
